ANNOTATION: GAO undertook a study of Arizona's Intensive Probation Supervision (IPS) program in order to understand the role such programs could play in future corrections policy. The study examines how well the IPS program controls criminal behavior and to what extent the program serves as a cost-saving alternative to incarceration. It concludes that any option that controls crime (even on a transitory basis) and at the same time offers the promise of dollar savings deserves serious policy consideration.
