Prison Alternatives: Crowded Federal Prisons Can Transfer More Inmates to Halfway Houses

ANNOTATION: This report finds that the Bureau of Prisons is not making full use of available halfway house beds, with 1,333 of 5,012 beds going unused during 1990. As the eleven halfway houses visited appear to offer suitable alternatives to prison, four reasons for the shortage of halfway house placements are identified, including differences in interpretation and implementation of policy.
