ANNOTATION: Lowell Dodge, Director, Administration of Justice Issues, General Government Division testified before the Subcommittee on Juvenile Justice, Committee on the Judiciary, United States Senate. In his discussion of GAO's report on detention of noncriminal juveniles, Dodge points out that there is a need for oversight of states' monitoring systems because some states are not complying with the regulations requiring verification of procedural protections for detained status offenders.
