ANNOTATION: This GAO report finds insufficient capacity for state prisons to provided drug treatment to an estimated 500,000 of 680,000 state inmates. State enhancement of drug treatment programming was found to be restricted by limited funding, security considerations, and problems with aftercare delivery. In response to growing needs of state prisons, federal officials reported plans to aid states in implementing effective treatment programs.
