ANNOTATION: This GAO report found that only a small percentage of federal prison inmates with serious substance abuse problems are receiving drug treatment. An evaluation of the Bureau of Prisons' strategy finds treatment falling short of inmate needs, without outreach to encourage inmate participation and lacking aftercare services.
