Government Contractors: Are Service Contractors Performing Inherently Governmental Functions?

ANNOTATION: Citing the difficulty in defining governmental functions, the U.S. General Accounting Office evaluates whether service contractors for selected government agencies are performing governmental functions. This report presents an analysis of the causes and potential effects of such occurrences within some contractual arrangements. A final section provides recommendations and matters for consideration concerning contractors and governmental functions. Appendices present background information concerning GAO case studies and commentary from several agency representatives.
