ANNOTATION: The Bureau of Prisons plans to open forty-seven new facilities and to expand sixteen others from 1992 to 1995. This report investigates potential shortfalls in recruitment, staffing, and training which could threaten the expansion program, compromise prison security, and increase overtime costs. Recommendations address improving human resources information systems, forecasting for staffing needs, career development for BOP employees, and the adequacy of training programs.
