ANNOTATION: With attention to predictions made in "Workforce 2000" and "Civil Service 2000," a GAO report on the changing workforce examines demographic issues facing the Federal government. Although experts agreed that the demographic composition of the workforce will continue to change, they did not agree that labor shortages and skill gaps will occur by the year 2000. Chapter four presents implications for Federal human resources management.
