ANNOTATION: While GAO has consistently supported the use of value engineering as a cost saving technique in appropriate settings, such as in construction, weapons, and systems programs, it may not be useful in every instance or for the program mix of every agency. Chances of money being wasted on unnecessary, unsuccessful, or inappropriate value engineering reviews should be minimized.
