ANNOTATION: This report was compiled to detail the problem of overcrowding the INS is currently facing. Although the INS is planning an expansion to be completed by 1996, it will not significantly alleviate the shortage of detention space. In the GAO's opinion, the issues of gaining better control of the flood of illegal aliens entering the country, and of finding the best way to remove the aliens must be addressed. Until these issues are resolved it is unrealistic to expect the INS to overcome the current overcrowding problem.
