ANNOTATION: This report examines the potential effects on prison work programs and potential fiscal impacts if prisons were required to pay minimum wages for prisoner work. The study compares inmates' labor wages to minimum wages; summarizes the views of federal and state prison officials on the impact of minimum wages; and shows the views of organized labor and other organizations on paying minimum wage to prisoners.
