ANNOTATION: Florida has a process that forecasts prison populations based on existing legislation and the impact of possible legislative changes. This report examines how the Criminal Justice Estimating Conference produces its forecasts. It also reviews forecasting approaches used in other states, focusing on techniques that differ and could potentially be useful to Florida. An appendix defines and summarizes advantages/disadvantages of seven forecasting methods.
