ANNOTATION: This report focuses on trends in U.S. prison inmate populations and costs and details the incarceration rates from 1980 through 1994. It also tracks trends in prison operating costs for those years and projects costs and inmate populations using a microsimulation model. Corrections agencies in California and Texas contributed data for this review.
