ANNOTATION: This opinion holds that the double celling in question at the Ohio maximum security prison is not cruel and unusual punishment prohibited by the Eighth and Fourteenth Amendments. It overrules a previous Ohio ruling that the double celling of two prisoners was unconstitutional.
