ANNOTATION: This report emphasizes that the Institutional Hearing Program (IHP) would be an effective way to achieve the timely deportation of eligible criminal aliens. It recommends that a nationwide data system be established that would track the IHP status of each inmate, in cooperation with the Immigration and Naturalization Service.
