ANNOTATION: Significant differences in Florida's public and private prisons serve as obstacles to making accurate and meaningful evaluations as to whether private prisons save money. The recommendation of this study is that to facilitate such comparisons, the Legislature should consider authorizing the construction and operation of public and private prisons that are similar in size, location, type of inmates, and programs offered.
