ANNOTATION: For the 27 states that received federal grants in fiscal year 1997, 12 states, reported that the availability of the federal grants was not a factor in passing truth-in-sentencing legislation. Eleven states said it was a partial factor, while four states admitted that the grants were a key factor in their state's decision to enact tougher sentencing laws.
