Criminal Aliens: INS' Efforts to Remove Imprisoned Aliens Continue to Need Improvement

ANNOTATION: The results of this analysis show that the Immigration and Naturalization Service's (INS) performance has shown little improvement since the last study in 1995. This report indicates that 63 percent of the potentially deportable criminal aliens for whom INS did not have records were identified as being aggravated felons, thus incurring available detention costs of about $40 million. Recommendations to improve the Institutional Hearing Program (IHP) have only recently been implemented by INS.
