ANNOTATION: Primarily focusing on the degree of unification that exists in the criminal justice system, this review also addresses the issue of better coordinating the primary functions in community supervision, incarceration, and parole. In addition, it looks at structural improvements to Texas Department of Criminal Justice programs including inmate work programs, agriculture, victim services, and inmate grievances, as well as correctional health care.
