ANNOTATION: Policy makers must decide what type of court should have responsibility for young people who break the law. The debate centers on whether they should be viewed as delinquents or referred to criminal (or adult) courts, and on choosing the best court process for adjudicating and sentencing young offenders. This report suggests that the redesign of a new youth justice system should start before states actually begin to abolish the legal concept of delinquency, and the concept of specialty courts, such as drug courts, gun courts, and community-based courts, should be explored.
