ANNOTATION: Recommendations made in this report focus on two main issues: 1. personnel in the military be tested in all three areas cited in the existing regulations - cardiovascular endurance, muscular strength and endurance, and body composition; and 2. all service members, regardless of age, be tested for fitness. The report finds that adjustments for gender are inconsistent and sometimes arbitrary.
