ANNOTATION: A report presents the results of three years tracking recidivism of offenders participating in two Texas correctional substance abuse treatment programs. The programs are the In-Prison Therapeutic Community (IPTC) for prisoners and the Substance Abuse Felony Punishment (SAFP) for probationers. While offenders completing the IPTC program had lower recidivism rates than comparison offenders, the SAFP program was not successful in reducing overall recidivism rates, although it was cost-effective in diverting offenders from prison.
