ANNOTATION: Seventy-seven percent of the growth in America's prison inmate population between 1978 and 1996 was due to nonviolent offenders. This fact is contrary to the general public's view that incarceration of violent offenders has increased and thus created the need for more prisons. This report examines inmate population, cost of incarceration, the dubious crime control benefits of mass incarceration, and offers recommendations on alternatives for nonviolent offender incarceration.
