ANNOTATION: Focusing on three Canadian provinces, this report evaluates electronic monitoring (EM) programs in British Columbia (B.C.), Newfoundland and Saskatchewan. While the latter province's program is court based, the former two provinces' programs are corrections based. Successful completion of the EM programs ranged from 86% to 89%. The recidivism rate for those higher risk offenders that received the EM compulsory treatment program was 31.6% compared to 51.1% for those high risk offenders that did not receive treatment. This report includes an executive summary, introduction, interim reports for the three programs, client selection and program processes, program effectiveness, and general summary with conclusions.
