Restorative Justice: An Evaluation of the Restorative Resolutions Project

ANNOTATION: The Restorative Resolutions (RR) project based in Winnipeg has had an evaluative component from its inception. This report provides an in depth evaluation of this program. Only 10.3% of the victims actually met with the offender. A mutually satisfactory agreement was reached in 96% of those cases. A majority (78%) of the victims participated in the process by providing victim impact statements, with 23.9% receiving written apologies from the offenders. Offender participants of RR experienced statistically significant recidivism rates of 14.1% versus other probationers at 56.3%
