ANNOTATION: Findings and recommendations resulting from a November 1998 visit to this prison are presented. Major recommendations include: male staff should not be deployed in sensitive areas and in gender-sensitive roles (like physicians and custody staff); restraints should not be used upon pregnant women, women who have given birth, and the seriously ill while being transported to and while at the hospital; since the totality of conditions in the Administrative Segregation and Special Housing Unit amount to cruel and inhuman punishment, the proper authorities need to immediately improve this situation with "more out-of-cell time, improved exercise and occupational facilities and adequate access to fresh air (p.13)."
