ANNOTATION: The greatest threat to probation and parole is lack of clarity of purpose. Is the purpose to ensure public safety? Who is the client: offender, court, community? While probation and parole may be vulnerable, there still exist opportunities. Contextual developments that will shape and drive opportunities include: high demand; the competition (prison) is weak; and re-engineering offers valuable lessons. Five future scenarios for probation and parole include: muddling along; principled minimalism; enforcing court orders; community justice and restorative justice; and advancing public safety.
