ANNOTATION: Shortly after the "Three Strikes, You're Out" law was enacted in March 1994, the Board of Corrections began collecting data to analyze the impact on the state's jails. Five years of data show that the anticipated increase of pretrial and Three Strike inmates has not continued in the longer term. There was an initial spike, but it was followed by a gradual decrease. In fact, the Three Strike jail population appears to be stabilizing.
