ANNOTATION: Of the 1,400 inmates participating in federal and state prison correctional industry work programs that had access to personal information through the programs, 1,100 had access to names, dates of birth, or social security numbers of others. Safeguards used to prevent inmates from misusing personal information were close supervision, selective hiring (excluding inmates convicted of sex offenses or fraud), confidentiality agreements, and security checks at work areas exits. Less than one-hundredth of 1% of BOP's and no more than 22% of any state's fiscal year 1998 gross income from correctional industry programs were generated from contracts involving use of personal information.
