ANNOTATION: Overall, the success rate for probation completion was 63%. Successful completion is associated with three key factors: completing a substance abuse treatment program; maintaining employment; and completing community service requirements. Respective probation completion rates per factor are 85%, 90%, and 85%. Criminal and noncompliant relapse by probationers is tolerated differently among counties, with high tolerance in Maricopa and low tolerance in Pima. These levels of tolerance affect probation outcomes. Maricopa County probationers paid full restitution and completed community service more often than counterparts in Pima County. Restitution was at 86% and community service at 68% for Maricopa compared to Pima rates of 77% for restitution and 58% for community service. Probation completion rates for women were 65% compared to men at 60%. The evaluation found a need for better recordkeeping.
