ANNOTATION: While DNA (deoxyribonucleic acid) testing has most often been used to help convict offenders, it can also serve as an effective tool to exonerate the wrongfully accused. The guidelines contained within this document "constitute the scientific ground on which to make fully informed decisions and on which to develop the legal approaches needed when DNA may determine the outcome of an appeal (p.vii)." Contents include: executive summary; introduction; legal issues; biological issues; and recommendations for prosecutors, defense counsel, the judiciary, victim assistance, and laboratory personnel. Appendixes contain additional contacts, state statutes on notification of victims; and a sample DNA test brochure.
