ANNOTATION: Offenders face limited opportunities to improve their employment prospects while in federal and state correctional facilities. While prison administrators face serious restrictions in their ability to improve offender employability. The GAO believes that the situation can be improved through better management and organization of existing programs. Recommendations are made to the following Departments: Justice; Health, Education, and Welfare; and Labor.
