Youth Violence: Perception Versus Reality

ANNOTATION: Public concern over juvenile crime is based, in part, upon misperceptions about who commits violent crimes in the United States. Statistics that contrast crime rates of juveniles and adults obscure the fact that young adults (18-23) commit violent crimes at a rate higher than that of juveniles. Policies that ignore this fact will not be very effective. The United States has a serious youth violence problem, not just a problem with its juvenile justice system.
