ANNOTATION: The U.S. Supreme Court reversed and remanded the 11th Circuit Court's decision. In effect, the Supreme Court ruled that the Board did not violate the Ex Post Facto Clause when the Board retroactively extended the reconsideration period for parole from every 3 years to every 8 years, and did not use the shorter period (as it could have) in the respondent's case.
