Pardoned Offenders in Canada: A Statistical Analysis

ANNOTATION: Three studies are covered by this report -- the granting of pardons, the outcome of pardons, and pardoned sex offenders. Those who were denied pardons were more likely to have been convicted of serious crimes such as sexual and/or violent offenses. Those individuals who had their pardons revoked were more likely to be unemployed, had more prior convictions, had histories of violent offenses, and had post-pardon convictions for liquor and traffic violations. Over a 28-year period only 2.7% of all pardons were revoked, in other words, 97% were successful. Only 2.1% of all pardons were to sex offenders, of which only 2.3% committed a post-pardon sex offense.
