ANNOTATION: The early design, implementation, and operations of Welfare-to-Work (WtW) grantee programs are examined. Report contents include: background and design of the evaluation; status of WtW funds distribution; WtW local program structure and operations; Welfare-to-Work services to participants such as targeting particular subgroups (while seldom excluding others) and job retention; and summary of implementation challenges and modest progress during the first year.
