ANNOTATION: Since they target technical parole violators and focus on cost-savings, Pennsylvania Residential Substance Abuse Treatment (RSAT) programs are unique out of 30 nationwide. Eligibility is determined at a State Correctional Institution (SCI) before admittance into six months of participation in a segregated therapeutic community (TC), then transfer to a residential Community Corrections Center (CCC). Failure during the first six months is only 10%, with failure rates in the CCCs being 38% at SCI-Graterford and 22% at SCI-Huntingdon. Contents include: introduction and overview of RSAT in Pennsylvania prisons; the CiviGenics RSAT program at SCI-Graterford; the Gateway Rehabilitation Center RSAT program at SCI-Huntingdon; findings from participant interviews; and summary, discussion, and conclusions.
