ANNOTATION: In response to recommendations made in November 1998 regarding disturbances at the contract prison facility in Youngstown, Ohio, this report was generated. Specifically, this report discusses assessments made in regards to: the response made by the D.C. Department of Corrections to the 1998 recommendations; the Bureau of Prisons efforts to comply with the Revitalization Act's privatization requirements; and any challenges made to the closing of the Lorton facility.
