ANNOTATION: A private not-for-profit firm was awarded by the Receiver a contract to provide medical services to D.C. Jail inmates. Discussion surrounds the following answers to questions asked by the Subcommittee: D.C. Jail medical costs are higher than other jurisdictions; there is no single factor or threshold that defines acceptable levels of medical service and staffing; there are possible ways to reduce future contract costs; and Receiver employees did not violate any rules since they were not subject to D.C. personnel regulations.
