ANNOTATION: While Texas, Florida, and Alabama have imposed the death penalty upon juveniles the most, 23 states permit the execution of offenders who committed capital offenses prior to their 18th birthdays -- five states with the minimum age of 17 and 18 including Federal military with the minimum age of 16. Issues surrounding the application of the death penalty to juveniles are examined. This report looks at: the history of the death penalty; the history of the juvenile death penalty; a profile of youth affected; state-by-state differences in sentencing options; the international context; sentencing and program options; life in prison without the possibility of release; prevention and intervention programs; and concluding remarks.
