ANNOTATION: The mistaken belief that the reduction in crime rates experienced from 1991 to 1998 was due to increased incarceration is shown to have little support in data analyzed at the state level. This study is comprised of the following sections: overview; incarceration and crime at the state level; incarceration and crime in a period of rising crime -- 1984 to 1991; longer term trends -- 1970 to 1998; factors contributing to reduced crime; consequences of mass incarceration; public policy implications; and methodology.
