ANNOTATION: The process of reengineering current probation practices is discussed by examining comprehensive strategies and programs that utilize the "Broken Windows Probation" model. This report is comprised of the following chapters: introduction -- over four million probationers in our midst and growing; why probation matters (why it is not working, and probation reform -- meeting the public's expectations); how probation can work (community justice and a new narrative for probation, and embracing key strategies for a rational probation system); holding probation accountable (the application of business and market principles to probation and measuring what matters); and structural issues in rethinking probation (impediments to change in probation, and community mobilization and capacity building.)
