ANNOTATION: The prosecution of minority youth in adult criminal courts is examined in this report. Referred to as "the first of its kind," this study: looks at transfer mechanisms, such as judicial decisions, prosecutorial decisions, and legislative exclusions; investigates all the key decision points in the processing of a criminal case; provides separate statistics for Latino youth; utilizes a multi-jurisdictional sample; and bases its conclusions upon primary data, not secondary sources. Findings are organized into the following areas: demographics; felony arrests; charges filed; charging mechanism; pretrial release and detention; place of pretrial detention; results of prosecution; attorney; and sentences. The fairness of the justice system is called into question due to serious disparities in treatment.
