ANNOTATION: Project Spotlight "provide[s] a comprehensive approach to crime control through increased communication between law enforcement, probation officers, and the community, while providing intensive supervision to [high-risk] young offenders" (p. 3). This report is divided into three parts: Project Spotlight overview; early implementation issues; and legislative outcome measures. Findings show that the "legislatively-mandated performance measures are inadequate [, contain illogical interrelationships,] and need to be modified or replaced" (p. 24).
