ANNOTATION: A comparison of dispositions before progressive sanction guidelines with those after the guidelines were implemented in 1995 is provided. The following three parts comprise this report: introduction; trends underlying benchmark changes; and tracking the progressive sanctions benchmark. While juveniles were referred for less severe offenses in 1999 than in 1995, dispositions were more severe in 1999 than in 1995.
