ANNOTATION: While this brief testimony addresses diversion alternatives in general, issues surrounding drug courts are primarily focused upon. Issues discussed by the author include: the need to be certain that sufficient treatment capacity exists to satisfy the increase in drug treatment demand; participants need to run drug courts, not prosecutors; and drug courts work due to impressive efforts by involved individuals.
