ANNOTATION: The fourth interim report of an ongoing evaluation of New York City's Alternative-to-Incarceration (ATI) programs is presented. Three chapters comprise this report: introduction; status of the data collection and highlights of Vera's research sample. Appendixes provide a description of the ATI programs and the COPES (Community Oriented Program Environment Scale) subscale and dimension. Findings show that the ATI programs are meeting the needs of the community.
