ANNOTATION: The change in prison population on a state-by-state basis tracked between 1985 and 1997 with particular attention to differentiating Hispanic/Latinos is examined. Sections of this report include introduction, findings, conclusion, recommendations, and methodology. Some of the results show that: whites are systematically overcounted; communities of color accounted for 70% of prison population growth; and criminal activity does not explain the divide.
