ANNOTATION: Whether legislation should be enacted to prohibit Old-Age, Survivors and Disability Insurance (OASDI) benefits to fugitives is discussed. Sections included in this report are: executive summary; introduction; results of review; and conclusion and recommendation. An estimated 17,300 fugitives were paid $108 million in OASDI payments since August 1996. Based upon the potential for use by the fugitive in flight from justice, a recommendation is made to implement a fugitive non-payment provision in the OASDI program. Such a provision would present a consistent message of "zero tolerance for fraud and abuse."
