Widening the Net in Juvenile Justice and the Dangers of Prevention and Early Intervention

ANNOTATION: Issues surrounding net widening -- the increase in the number of youth formally processed through the juvenile justice system due to prevention and early intervention policies -- are addressed. This article presents a look at: juvenile justice reform as net widening -- the San Francisco example; research on net widening; and reducing net widening and improving investment. Research shows that shortening the net and targeting high-risk youth who have three or more contacts with the justice system are the most effective diversion strategies available.
